I'm assuming this is a German Soccer Jersey since it has the two headed bird and four stars above it, representing four wins. I couldn't find another example on the internet so please message me if I'm wrong.

23.75 inches horizontal under the arms
23.5 inches horizontal at the waist
5.75 inch arm length measured under the arm and 11.75 inches from shoulder seam on top to end of arm
